Is Viber the default business messenger in Belarus?
Yes for most consumer programs: Belarus is routinely listed as a Viber #1 country with ~90% smartphone penetration in industry reports. Use commercial REST Bot API bots and partner Business Messages for local customers. Add WhatsApp via Ominiflow when selling to markets where Meta dominates.

Belarus belongs to Viber’s core CIS footprint. Country messenger studies repeatedly rank Viber #1 with penetration near 90%. For retail, utilities, and local services, a commercial Viber bot is table stakes — not a nice-to-have experiment.

Keep BY consumers on Viber; use WhatsApp on Ominiflow for India/EU/US buyers.
Consent & risk notes
Document opt-in, honour unsubscribe, review partner contracts for data residency and lawful processing. This is not legal advice — local counsel should review regulated verticals.
