What people mean by a free WhatsApp API
| Product | Free? | What you actually get |
|---|---|---|
| WhatsApp Business app | Yes | One phone, greeting, quick replies, a small broadcast list. Not an API. Not a team inbox. |
| WhatsApp Cloud API | No | Official business messaging. Meta bills delivered templates by country and category. |
| Unofficial “free API” apps | No | They drive the consumer app. Meta bans numbers that use them. |
| A BSP “free” plan | The software tier only | Meta’s message fees still apply. Read the invoice, not the badge. |
What Meta does not charge
- 1,000 service messages per business number per month, from 1 October 2026. After that, service replies are billed. Service means a reply in an open customer chat, not a campaign you start.
- Failed sends. Meta bills delivered templates.
- Click-to-WhatsApp free entry point. If someone messages you from an ad and you reply within 24 hours, Meta can open up to 72 hours of free messaging on that thread. Miss the first reply and you pay. Details: free entry point window.
From 1 October 2026, utility templates sent inside the 24-hour window are billed again. “The customer just messaged us, so this order update is free” is no longer a safe assumption.
What you pay in India
Indicative Meta rates: about ₹0.86 per delivered marketing template and ₹0.115 for utility or authentication. Ominiflow’s platform starts at ₹15,000/year, and Meta fees pass through at those published rates. Confirm the live card before you lock a budget.
