Tech Provider vs Solution Partner comparison: Meta WhatsApp credit lines, billing, and Business Partner status

What is the difference between a WhatsApp Tech Provider and a Solution Partner?

On Meta’s current WhatsApp Business Platform Partners overview, a Tech Provider vs Solution Partner split is about credit lines and who invoices API usage, not about who can run an inbox, chatbot, or Embedded Signup. Both types can offer the full range of platform services. Solution Partners hold a Meta credit line, can let clients skip adding a payment method at onboarding, and can bill clients for API usage. Tech Providers have no credit line: after onboarding, the client adds a payment method, Meta bills API usage, and the Tech Provider bills for software and services. A third type, Tech Partner, is a Tech Provider that is (or can become) a Meta Business Partner and may join the SMB Accelerator — still with no credit line. Direct Support is listed for all three. Ominiflow runs official Cloud API with Meta conversation fees at published rates (0% markup). Ask on the invoice who bills the Meta line — that is the category question that changes your finance process.

If you are buying WhatsApp Cloud API in India, almost every homepage repeats the same badge language. Most of it describes a category Meta’s current Partners overview does not use — or it compares Tech Provider vs Solution Partner as if one tier were “more official” than the other.

That is the wrong frame. Meta’s developer documentation lists three partner types, not two: Solution Partners, Tech Providers, and Tech Partners. The rows that actually differ are credit line, who invoices API usage, Business Partner status, and accelerator eligibility. Inbox quality, chatbot depth, and IST support are product choices. They are not in that table.

This guide reads the official comparison as a buyer, then maps it to invoices, Embedded Signup, partner-led verification, and what to ask Ominiflow or any other vendor before you sign. Primary sources: Partners overview (developer docs) and the parallel business-messaging overview. Marketing site: Become a Partner.

Start here if you are in a hurry

  • Meta documents a Tech Provider vs Solution Partner split plus a third type: Tech Partner.
  • Both Tech Providers and Solution Partners can offer the full range of platform services. Capability is not the differentiator.
  • Solution Partner = credit line + can bill you for API usage + clients can skip adding a card at onboarding.
  • Tech Provider = no credit line. You add a payment method. Meta bills API usage. The vendor bills software.
  • Tech Partner = Tech Provider + Meta Business Partner / accelerator eligibility. Still no credit line.
  • Direct Support is listed for all three. It is not a tier unlock.
  • Indian homepages still say BSP / Business Solution Provider. That three-word label is not a current type on the Partners overview. Ask the billing question instead.
  • A Solution Partner can still mark up Meta. A Tech Provider can still pass Meta at cost. Category ≠ price honesty.

Tech Provider vs Solution Partner: the three types Meta documents

Meta defines partners as businesses that deploy value-added solutions as WhatsApp authorised service providers on behalf of clients. Then it names three.

Solution Partners

Meta Business Partners who provide a full range of WhatsApp Business Platform services: messaging, billing, integration support, customer support. They hold credit lines that can be extended to clients they onboard, so those clients often do not enter a payment method during onboarding. They can invoice clients directly for platform API usage through their apps.

Inside this bucket Meta still draws a line that the overview barely explains: partner-led business verification is restricted to Select and Premier Solution Partners — names that barely appear elsewhere on that page. If you need WhatsApp-only verification submitted for you, that is a Select/Premier question, not a generic “Solution Partner” badge. Scaling paths: scale a WhatsApp Business Account.

Tech Providers

They can offer the same full range of services, either alone or by partnering with a Solution Partner. Meta’s become-a-Tech-Provider flow states both paths as valid. What they do not have is a credit line. Clients they onboard must provide a payment method after onboarding. Meta bills those clients for API usage. The Tech Provider bills for everything else (inbox, bots, support).

Tech Partners

Tech Providers who are, or are eligible to become, Meta Business Partners. Approval unlocks the SMB Accelerator Program. It does not add a credit line and does not let them bill clients for API usage. Status and billing are decoupled. Anyone who hears “approved partner” and assumes “they handle my Meta invoice” has read a sentence the table does not support.

A fourth route exists if you do not need API access at all: create a business portfolio, complete verification, and have clients share a WhatsApp Business account in Meta Business Suite. No partner designation. That is not Cloud API for a D2C brand.

Tech Provider vs Solution Partner: what Meta’s table actually separates

Meta’s overview table is seven rows. Read as a whole, a Tech Provider vs Solution Partner comparison separates far less than vendor marketing implies.

Two rows are identical across all three columns: full platform services, and Direct Support. Direct Support is routinely sold as a premium unlock. On Meta’s table it is universal.

The four rows that differ collapse into two questions: credit line (billing) and Business Partner status (accelerator). They are independent. That independence is what most “Tech Provider vs Solution Partner” explainers flatten into a ranking.

WhatsApp’s marketing “Become a Partner” page even headlines the ecosystem as two types (Tech Partners and Solution Partners) with Tech Provider as the on-ramp. The developer overview headlines three. If your vendor quotes only one of those pages, ask them to show the table.

The label Indian vendor pages still print

Search Meta’s current Partners overview for Business Solution Provider (BSP). It is not a live type name in the definitions or the comparison table. Meta’s taxonomy on that page is Solution Partner, Tech Provider, and Tech Partner.

Indian search demand did not move. Buyers still type “BSP.” Homepages still rank for it. Ominiflow’s own older copy uses BSP as shorthand for the software layer on Cloud API — inbox, templates, onboarding — which is how the market talks. That shorthand is useful until someone treats “we are a BSP” as proof of a credit line. It is not.

If a vendor’s site uses a category that does not appear on Meta’s Partners overview, set that sentence aside. Ask: Do you hold a credit line? Will Meta bill me for API usage, or will you? Those answers are internally checkable against the table.

Provider buying criteria that actually change TCO: WhatsApp API provider.

Tech Provider vs Solution Partner: questions that change the work

Categories are a proxy. These change what finance and ops experience.

  1. Who invoices WhatsApp API usage? Follows the credit line. Solution Partner can invoice you. Tech Provider / Tech Partner: Meta invoices API usage.
  2. Do I add a payment method at onboarding? Tech Provider clients typically yes, after signup. Credit-line clients often no.
  3. Is the advertised type on Meta’s current page? If they still lead with a retired three-word badge and cannot map it to the table, treat the badge as marketing.
  4. Does their billing story match the type they claim? “We are a Solution Partner” plus “Meta will bill you directly for conversations” cannot both be true on Meta’s table.
  5. Do they mark up Meta anyway? Independent of type. Demand a sample conversation invoice next to Meta’s rate card.
  6. Who owns the WABA and the number? You should. Partner type does not transfer ownership. Migration still hurts if templates and webhooks were built only in their UI — switch to Ominiflow.
  7. Can they do partner-led verification? Only if they are in the Select/Premier Solution Partner program Meta documents for that path. Do not assume from a homepage tick.

Meta’s own become-a-partner guidance: becoming a Solution Partner is lengthy; if you do not need a credit line and do not need to invoice clients for API usage, consider Tech Provider. That is Meta describing billing arrangements a partner chose, not a quality ranking.

Tech Provider vs Solution Partner on an Indian invoice

Procurement in India does not buy “partner vibes.” A Tech Provider vs Solution Partner decision shows up as GST lines.

SetupTypical invoicesWhat finance watches
Tech Provider / Tech PartnerMeta (or Meta’s billing entity) for conversations + vendor GST invoice for SaaSTwo vendors in the books; card on file with Meta; FX if billed in USD
Solution Partner with credit lineOften one vendor invoice covering API usage + softwareWhether API usage matches the public rate card or includes markup, “conversation packs,” or contact tiers

Ominiflow’s published stance is Meta conversation fees at Meta’s published rates, 0% markup, plus a platform plan from ₹15,000/year in India. That is a price policy. It is not a substitute for reading who the Meta line is billed by on your account. Ask during onboarding. Keep the first two invoices in the deal folder.

Why the distinction gets sold as “better API”

Part of the confusion is structural. Tech Partners get a column and a few sentences; they do not get a loud marketing landing. Third-party blogs drop the column and write a two-horse Tech Provider vs Solution Partner race. Searchers type the two-horse race. Vendors rank for it.

The other part is that BSP was useful shorthand, and shorthand outlives the docs. Direct Support, “full platform,” and “official API” are true for more than one column. Selling them as Solution-Partner-only is a category error.

What still differs in the real product — and is worth a demo — is unrelated to the table: native Zoho/Shopify, contact-tier cliffs, template QA, IST phone when a WABA is stuck, markup. Score those on the buyer scorecard.

How Ominiflow sits in this (without inflating the badge)

Ominiflow is a Meta Business Partner layer on official WhatsApp Cloud API: Embedded Signup, shared inbox, visual chatbot, broadcasts, Zoho/Shopify, IST onboarding. Messages go through Meta’s sanctioned infrastructure — not WhatsApp Web scrapers. Evidence and capabilities: that partner page, plus WhatsApp API provider.

We do not use partner type as a substitute for a rate card. Conversation fees pass at Meta’s published rates. Platform is a separate subscription. If you need the credit-line onboarding path (no card in Meta during signup) or Select/Premier partner-led verification, say so on the demo — those are specific Meta programs, not inbox features.

Go-live with complete Business Manager documents is typically 5–7 business days. Checklist: onboarding checklist. Store path with no Meta markup story: connect a store without messaging markup.

How to verify Tech Provider vs Solution Partner in 15 minutes

  1. Open Meta’s Partners overview. Keep the seven-row table on one screen.
  2. Ask the vendor to point at one column and explain their invoices in that language.
  3. Ask for a redacted conversation invoice (or a sandbox bill) next to the public India marketing / utility / authentication rates.
  4. Ask who owns the WABA, who holds the number, and what a 30-day exit looks like.
  5. If they claim partner-led verification, ask whether they are Select or Premier Solution Partner for that program — not whether they “help with documents.”
  6. Ignore Direct Support as a differentiator. Meta lists it for every type.

If the homepage and the invoice disagree, the invoice wins. If the homepage and Meta’s table disagree, the table wins.

Pick a partner for billing honesty, then make WhatsApp produce revenue

Partner type tells you who collects the Meta line. It does not recover carts or confirm COD. Do that on Cloud API with templates, inbox, and store sync — then keep the invoices boring.
