Restricted advertising brief — Meta advertising restrictions and Click-to-WhatsApp

What are Meta advertising restrictions?

Meta can restrict advertising at the ad, catalog, ad account, Page, or user layer when you break Advertising Standards — or while it investigates unusual activity. Click-to-WhatsApp dies with the ad account even if your WABA is healthy. Limits Meta places on your ability to advertise when you violate Advertising Standards or other policies, or when it sees unusual or high-risk activity. They can apply to ads, catalogs, ad accounts, Pages, or user accounts.

Meta restricts advertising when you break its policies — or when the systems see unusual, high-risk activity and pause features while they look. The hold can land on a single ad, a product catalog, the whole ad account, the Facebook Page, or the person logged in. Click-to-WhatsApp is still an ad. If the ad account is disabled, the chat button stops even when Cloud API is Green.

Meta’s Help Center article About Advertising Restrictions is the policy map. This recap keeps that map intact, then shows what it means if you acquire on Facebook/Instagram and close on WhatsApp with Ominiflow.

Primary: About Advertising Restrictions. Appeal flow: troubleshoot a disabled account. WhatsApp content rules are separate: messaging policy.

CTWA

uses the ad account. A Page or user restriction can block who is allowed to advertise

Too long? Start here

  • Policy restriction: you (or the creative, landing, or catalog) broke Advertising Standards or related terms. Ads and some assets go dark
  • Unusual-activity hold: temporary feature limits while Meta investigates. Do not keep publishing new campaigns into the investigation
  • Ad account disabled → Click-to-WhatsApp stops. WABA restricted → Cloud API stops. Different articles, different reviews
  • Six months unrestored after a policy disable can forfeit unused prepaid ad credit where the law allows
  • On Ominiflow: keep the destination number official and the first reply honest — misleading CTWA creative is an ads problem that also trains WhatsApp blocks — start free

What Meta can restrict

From the Help Center article, advertising restrictions for policy violations can apply to:

AssetIf restrictedWhatsApp impact
Ad / campaignThat ad is off; others may still runOne CTWA ad rejected; other campaigns can still chat
Product catalogCatalog ads and commerce surfaces limitedIn-chat catalog can also fail WhatsApp commerce policy — two reviews
Ad accountThe account, its ads, and some advertising assets are disabledNo new Click-to-WhatsApp delivery from that account
PageThat Page is not allowed to advertiseCTWA identity is often the Page + WhatsApp number pair
User accountThat person cannot use Meta products to advertiseStaff logins lose Ads Manager even if BM looks healthy

Meta also says that if an ad account is disabled for a policy violation and remains ineligible for reinstatement for six months, unused prepaid services may be forfeited where allowed by law. Under some circumstances Meta can disable permanently sooner. Payments terms still apply — including failed charges.

Unusual activity vs policy strike

When Meta notices unusual activity on the portfolio, ad account, Page, or user, it may temporarily restrict features while it investigates. That is not the same as a confirmed Advertising Standards ban. Typical operator response:

  1. Stop publishing new ads and new WhatsApp Marketing blasts until the banner is gone
  2. Secure logins (2FA, unknown devices) — hijacks look like unusual activity
  3. Do not add five new payment methods in an hour. That is how a billing check becomes a restriction
  4. If Support Home asks for identity, complete it. Then request a review if offered

Click-to-WhatsApp is still advertising

Teams treat the chat button as “not really an ad.” Meta does not. Creative, landing promise, special-ad categories (housing, credit, social issues), and prohibited products all apply. A CTWA ad that promises a free gift the bot never delivers is both an ads problem and a WhatsApp quality problem — people block the number.

Run the click onto official Cloud API so the first reply matches the ad. Best-practice recap: CTWA best practices. Status placement: Ads in Status. Leads objective vs Instant Forms: lead generation ads.

01

Prohibited SKU in the catalog

Ads restriction on the catalog plus WhatsApp commerce-policy risk on the same products. Fix the catalog before you appeal either side.

02

Personal profile banned, BM “fine”

The founder’s Facebook user is restricted from advertising. Staff cannot boost. Add a second admin who is not restricted — after you finish the identity flow, not as a dodge.

03

Misleading CTWA creative

Ad says 70% off. Chatbot sends a brochure. Ads reject on the next iteration; WhatsApp quality goes Yellow from blocks.

04

Appealing ads for a WABA spam lock

Wrong layer. Use the WhatsApp card in Support Home. Companion: disabled-account troubleshooting.

Stay advertise-able and message-able

  • One official Cloud API number for OTP, orders, support, and CTWA — orchestration
  • Documented opt-in before Marketing templates; an ad click is not a broadcast list
  • Pause ads and WhatsApp promo together if Account Quality or number quality turns Yellow
  • Special ad categories declared honestly. Restricted verticals: read both Advertising Standards and WhatsApp commerce policy

FAQ

What are Meta advertising restrictions? expand_more

Limits Meta places on your ability to advertise when you violate Advertising Standards or other policies, or when it sees unusual or high-risk activity. They can apply to ads, catalogs, ad accounts, Pages, or user accounts.

Does an ad account restriction stop WhatsApp API messages? expand_more

Not by itself. Cloud API uses the WABA. Click-to-WhatsApp ads use the ad account. You can still send opted-in templates while ads are down — unless the WABA is also restricted.

What is an unusual-activity advertising hold? expand_more

A temporary feature restriction while Meta investigates the business portfolio, ad account, Page, or user. Complete identity/security steps in Business Support Home rather than launching more campaigns.

Can I lose prepaid ad credit? expand_more

If an ad account is disabled for a policy violation and stays unrestorable for six months, unused prepaid services may be forfeited where allowed by law.

How do I keep Click-to-WhatsApp running on Ominiflow? expand_more

Keep the ad account and Page in good standing, match creative to the first WhatsApp reply, and land clicks on official Cloud API. Meta still enforces Advertising Standards on the ad itself.
