WhatsApp API pricing increase effective October 1, 2026

When do WhatsApp API pricing changes take effect in October 2026?

From 1 October 2026 Meta will charge WhatsApp service messages, bill utility templates inside the 24-hour window, and apply a new country rate card — including nine newly standalone markets and 18 authentication-international countries. On 1 October 2026 at 12:00 in your WhatsApp Business Account timezone. That is when service billing, in-window utility billing, the new country rate card, nine standalone markets, and the 18-market authentication-international list go live together.

Last updated: 29 September 2026

Meta’s next WhatsApp Business Platform rate-card update takes effect on 1 October 2026 at 12:00 in your WhatsApp Business Account timezone. From that moment, WhatsApp API pricing changes for service replies, in-window utility templates, and several country rates — affecting ecommerce, D2C, support teams, marketing campaigns, and high-volume Cloud API senders.

Businesses that already run WhatsApp Cloud API should review messaging mix and destination volume before October. Exact list rates live in Meta’s October CSVs; this article explains what is confirmed, what is directional, and how to prepare. Confirmed change: service messages become billable (1,000 free per business phone number per month), utility templates inside an open 24-hour customer service window become billable again, nine markets move to standalone rates, and authentication-international expands to 18 markets. Marketing rates rise in several Gulf/Mexico/regional buckets; utility and authentication move up or down by country as listed below.

Always verify the live October CSV for your WABA currency before locking a budget. Rates move on the 1st of a quarter only.

  • Model is still per-message. Conversation-based pricing ended 1 July 2025. You pay when a template is delivered, by category and the recipient’s country calling code — not where your HQ sits
  • 1 October 2026 is the expensive date. Service replies become billable. Utility templates inside the 24-hour window become billable. Nine markets leave their “Rest of” region
  • 1,000 free service messages / number / month is the new buffer. High-inbox numbers will still see a line item after that cap
  • Meta Business Agent is already live-priced (from 1 August 2026) at $2.00 USD per 1 million tokens — roughly 4–5 US cents per typical reply. That is a separate category from service
  • India Sold-To customers must move every WABA to INR by 31 December 2026 or Meta stops delivering on 1 January 2027. Brazil Sold-To: BRL by 30 June 2027
  • On Ominiflow: Meta fees pass at published rates. India indicative pass-through today is marketing ₹0.86, utility and authentication ₹0.115. Country calculator: pricing by country · full explainer: cost guide · start free

What is changing?

WhatsApp API pricing is the sum of two invoices: Meta’s delivery charges on the Cloud API, plus your Business Solution Provider (BSP) platform fee. Meta only changes the first invoice on the first day of a quarter — January, April, July, or October — and published the October 2026 cards with more than the usual one-month notice.

Four things land together on 1 October 2026:

01

Country rate card

Marketing, utility, and authentication list rates move up or down by market. Nine countries leave a regional bucket and get their own row — and their own volume-tier buckets for utility and authentication.

02

Service messages

Non-template replies (human or third-party AI) that have been free since November 2024 are billed per message, at the same market rate as utility and authentication. No volume tiers. First 1,000 per phone number per month are free.

03

In-window utility

Utility templates sent while a 24-hour customer service window is open have been free since 1 July 2025. From 1 October 2026 they are charged again, same as a utility template sent cold.

04

Authentication-international

Eligibility is measured across 18 markets (from 9). Businesses already eligible can be billed the international OTP rate in up to nine extra countries. New eligibility still comes with 30 days’ notice.

The 72-hour free entry point window from Click-to-WhatsApp ads and Facebook call-to-action buttons does not change for message delivery — and it still requires a first reply within 24 hours. Meta Business Agent token usage is still charged even inside that window. A separate 2027 path, WhatsApp max price on the Marketing Messages API, is not this October card.

How does WhatsApp Cloud API pricing work in 2026?

WhatsApp Cloud API pricing is a per-delivered-message charge on template traffic, set by the template category and the destination country calling code. Marketing templates are always billed. Utility and authentication templates are billed outside a free window, unlock volume-tier discounts at the business-portfolio level, and (from 1 October 2026) utility is billed even inside the 24-hour customer service window. Non-template service messages stay allowed only inside that window; they become a paid category on the same date, with 1,000 free units per phone number each month. Authentication-international is a higher OTP rate for eligible businesses sending into listed markets from a different primary business location. Meta Business Agent is a separate per-token category ($2.00 / 1M tokens from 1 August 2026). Your BSP subscription is a second invoice — on Ominiflow it starts at ₹15,000/year with Meta pass-through at cost, not a markup on the rate card.

New WhatsApp API pricing by country

Meta published the directional October card by 1 September 2026. Exact list rates live in the October CSVs on the official pricing page and will replace the “current” section on 1 October. Directionally:

Marketing rates going up

Kuwait, Mexico, Morocco, Saudi Arabia, United Arab Emirates, plus the regional buckets Rest of Middle East and Rest of Asia Pacific. Anyone broadcasting into the Gulf, Mexico, or a country that still maps to those two regions should re-forecast campaign CPA before festive volume. Country guides: Kuwait, Mexico, Saudi Arabia, UAE.

Utility and authentication rates going up

Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, Ukraine. OTP and order-update programmes in these destinations get more expensive even if marketing is unchanged. Pakistan and South Africa: Pakistan, South Africa.

Utility and authentication rates going down

Bangladesh, Iraq, Nepal, Sri Lanka. These four also leave Rest of Asia Pacific / Rest of Middle East and become standalone, so volume tiers stop pooling with the old region.

WhatsApp API rates by country: what went live on 1 July 2026

The current rate cards are already the 1 July 2026 set. Six markets that used to sit inside a “Rest of” region became standalone that day, so their utility and authentication volume tiers no longer pool with the region.

MarketWhat changed on 1 July 2026
Hong KongStandalone. Higher utility and authentication
HungaryStandalone. Higher utility and authentication
ItalyHigher marketing
PolandStandalone. Lower marketing, utility, and authentication
QatarStandalone. Higher utility and authentication
RomaniaStandalone. Higher utility and authentication
SingaporeStandalone. Higher utility and authentication
SpainHigher marketing
United KingdomHigher marketing

If you send utility or authentication into Poland, those messages now accrue toward Poland tiers, not Rest of Central and Eastern Europe. The same split applies to Hong Kong, Hungary, Qatar, Romania, and Singapore versus their old regions. Country-level estimators: UK, Singapore, Hong Kong, Italy, Spain.

What businesses should expect

Impact depends on mix — marketing vs utility vs service — and where recipients sit. Practical patterns:

  • Ecommerce & D2C: Cart and offer broadcasts into Kuwait, Mexico, Morocco, Saudi Arabia, UAE, Rest of Middle East, or Rest of Asia Pacific will cost more per delivered marketing message. Order-update utility inside an open support window stops being free
  • Customer support: Agent bubbles and third-party AI replies become service charges after 1,000 free units per number. High-inbox shared numbers will see a new Meta line item even when templates are well categorised
  • Marketing campaigns: Re-forecast CPA for Gulf and Mexico festive volume. Template quality and opt-in hygiene matter more when unit cost rises
  • Transactional messaging: Utility and authentication rise in Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, and Ukraine; they fall in Bangladesh, Iraq, Nepal, and Sri Lanka
  • High-volume WhatsApp users: Standalone markets split volume tiers away from regional pools. Authentication-international eligibility now looks across 18 markets — portfolios near the old nine-country threshold can tip without changing India/UAE OTP volume

Will WhatsApp service messages still be free after 1 October 2026?

No — with one published allowance. From 1 October 2026 Meta charges each non-template service message (human agent or third-party AI) at the same per-message rate as utility and authentication in that market. There are no volume tiers for service. Each business phone number gets 1,000 free service messages per month. Unused free units do not roll over. You can still send service traffic only inside an open 24-hour customer service window; the window rules do not change.

India example: if utility/authentication stays at ₹0.115, service after the free 1,000 is the same ₹0.115 per delivered reply on that number. A shared inbox that sends 8,000 agent bubbles in a month on one Cloud API number would see roughly 7,000 billable service units — plus any in-window utility templates, which also start billing. Split load across extra numbers only if you already need them for quality rating or throughput; do not open numbers just to farm the 1,000 free cap if it will hurt quality.

Meta Business Agent replies are not service. They are a different category, already charged from 1 August 2026 on tokens, with no free 24-hour window.

What is Meta Business Agent pricing on WhatsApp?

Meta Business Agent messages are priced per token, globally, at $2.00 USD per 1 million tokens from 1 August 2026. Meta’s own examples: a typical reply consumes about 20,000–25,000 tokens (about 4–5 US cents); a four-message “what time do you open?” thread is roughly 16–20 cents; a ten-message assembly walkthrough is roughly 40–50 cents. Token cost covers ingesting the user prompt and generating the reply as one charge — delivery is not billed on top.

Third-party AI on Cloud API (the Ominiflow AI node, or any BSP bot that is not Meta Business Agent) remains a service message from 1 October 2026, plus whatever you pay the model vendor. Meta’s Brazil comparison for 1,000 AI replies (utility/authentication delivery at 0.68 US cents) put third-party AI plus delivery around $27 (lower complexity) to $97 (higher) versus Meta Business Agent at about $40–$50. Ten times that volume is the same ratio. Those figures are Meta’s illustration, not an Ominiflow quote. Full token card, India INR invoicing, and payment methods: Meta Business Agent pricing. Product recap: Meta Business Agent on WhatsApp.

General-purpose AI Providers (ChatGPT-class assistants that Meta is legally required to allow in some markets) are a third track. From 13 May 2026 Meta no longer charges that AI_BOT / general_purpose_ai category in the listed EU/EEA markets; Brazil (+55) charging from 11 March 2026 is unchanged on that policy page. Ordinary businesses using Ominiflow are not AI Providers under that definition.

What is WhatsApp authentication-international pricing?

Authentication-international is a higher OTP rate that applies when all of these are true: your portfolio is eligible, your primary business location is not the user’s country, and the message is delivered on or after your start time for that country. Eligibility is permanent once triggered: more than 750,000 authentication messages outside customer service windows in a moving 30-day period, across all WABAs, to users whose calling codes are in a listed market.

The original nine markets: Egypt, India, Indonesia, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa, United Arab Emirates. From 1 October 2026 Meta adds Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, Ukraine — eighteen in total. From 1 September 2026 eligibility math already looks across those eighteen, so a portfolio that was just under the old nine-country threshold can cross it without changing India/UAE volume. You always keep the domestic authentication rate for your verified primary business location. Webhooks use category: authentication_international. Details: Meta’s authentication-international document. India OTP pattern: WhatsApp vs SMS for OTP.

India and Brazil: INR and BRL billing deadlines

Charges follow the recipient’s calling code, but the invoice currency follows the WABA. Eligible customers (Sold-To country in Billing Hub) must finish currency migration or Meta will stop delivering.

BrazilBRL30 June 20271 July 2027

India localization has been live since 1 January 2026. Brazil new-WABA creation in BRL opened to all eligible partners from 16 July 2026. Meta’s Currency Migration API (since 1 June 2026) clones templates and Flows, then moves phone numbers onto a new WABA in the target currency. Historical insights stay on the old WABA. Coexistence and Authorized Agents WABAs cannot use that API. India pricing page: WhatsApp API pricing India. Brazil: Brazil.

On 1 April 2026 Meta also added eight billing currencies: ARS, CLP, COP, MYR, PEN, SAR, SGD, and AED. Mexican pesos were already available from 1 January 2026.

Earlier 2026 country moves still in your run-rate

If October is the next shock, these are already in the current card:

  • 1 April 2026: Saudi Arabia marketing up; India authentication-international up; Pakistan utility and authentication up (auth-international unchanged); Turkey utility and authentication down
  • 1 January 2026: India marketing up; France and Egypt marketing down; North America utility and authentication down
  • 1 October 2025: Colombia utility/auth up; Mexico marketing down; UAE marketing up; Argentina, Egypt, Saudi Arabia utility/auth down; Zimbabwe mapped to Rest of Africa

Ominiflow’s published India pass-through used across our calculators remains marketing ₹0.86 and utility/authentication ₹0.115 per delivered message (verify against the live INR CSV). North America utility relief from January still sits in the USA and Canada rows of the hub.

How to prepare before October 1

1. Review current WhatsApp messaging volume. Pull 30 days of delivered templates and agent/AI bubbles by destination calling code and category

2. Identify marketing vs utility/service messaging. Separate campaign traffic from order updates, OTP, and live support replies — each category moves differently on 1 October

3. Calculate expected October cost. Apply market utility rates to service after 1,000 free units per number, and turn in-window utility back on in the model. Use the country calculator

4. Review templates and campaigns. Re-forecast CPA for Gulf/Mexico marketing; confirm utility templates are not misfiled as marketing

visibility

5. Monitor pricing changes. Watch authentication-international eligibility across the eighteen markets and confirm primary business location in Business Settings

receipt_long

6. Review WhatsApp API provider charges/markup. Ask for a sample invoice that splits Meta from platform. The October card is painful enough without a percentage on the rate card. Ominiflow passes Meta at cost; platform from ₹15,000/year

Also finish INR (and plan BRL) WABA migration with the Currency Migration API — do not wait until late December. Decide Meta Business Agent vs your own AI: token pricing is already live; third-party AI becomes service + model cost on 1 October.

Ominiflow’s view

October 2026 is less a surprise than a completion of Meta’s per-message model: service and in-window utility join marketing, utility, and authentication as paid delivery categories, with a modest free service buffer. Finance teams that still budget “support is free on WhatsApp” will understate cost once agent and bot volume clears 1,000 messages per number.

The country moves matter as much as the new categories. Standalone markets change both list rates and volume-tier maths. Authentication-international expanding to eighteen markets can reprice OTP portfolios that never touched the original nine-country list in a material way. None of that is controlled by a BSP — Meta sets the card; providers only decide whether to pass it through or mark it up.

Our practical advice is narrow: rebuild the October P&L with service and in-window utility on, split volume by calling code, and refuse Meta markup while the unit cost rises. That is how we run Cloud API billing on Ominiflow — Meta at published rates, platform subscription separate.

How Ominiflow bills WhatsApp API pricing

Ominiflow is a WhatsApp Cloud API platform (shared inbox, visual flows, CRM, broadcasts). Meta conversation and — from October — service charges appear as pass-through. We do not add a percentage on the rate card. Platform subscription starts at ₹15,000/year with unlimited contacts. Typical India go-live is 5–7 business days with complete Business Manager documents.

Use the WhatsApp API pricing by country hub to estimate marketing / utility / authentication before you add service. Category definitions: conversation categories. If you are still on a BSP that marks up Meta, the October service line will amplify that markup.

WhatsApp API pricing FAQs (October 2026)

When do WhatsApp API pricing changes take effect in October 2026?

On 1 October 2026 at 12:00 in your WhatsApp Business Account timezone. That is when service billing, in-window utility billing, the new country rate card, nine standalone markets, and the 18-market authentication-international list go live together.

Is WhatsApp API still charged per conversation?

No. Per-conversation (conversation-based) pricing was replaced by per-message pricing on 1 July 2025. You are charged when a template is delivered, by category and destination country. Service becomes a per-message charge on 1 October 2026.

Are WhatsApp service messages free in 2026?

They have been free inside the 24-hour customer service window since November 2024. From 1 October 2026 they are billed at the market’s utility/authentication rate, with 1,000 free service messages per business phone number per month.

Which countries get higher or lower WhatsApp API rates in October 2026?

Marketing rises in Kuwait, Mexico, Morocco, Saudi Arabia, UAE, Rest of Middle East, and Rest of Asia Pacific. Utility and authentication rise in Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, and Ukraine, and fall in Bangladesh, Iraq, Nepal, and Sri Lanka. Exact list rates are in Meta’s October CSVs.

Which country has the cheapest WhatsApp API rates?

India is typically among the lowest on Meta’s card (Ominiflow pass-through around ₹0.86 marketing and ₹0.115 utility/authentication). Bangladesh, Nepal, and Sri Lanka get lower utility/authentication on 1 October 2026. Western Europe sits at the high end. Always use the live CSV — Meta can move a market out of “Rest of” onto its own row.

Does the recipient country or my HQ decide the rate?

The recipient’s country calling code decides the marketing/utility/authentication/service rate. Your primary business location matters for authentication-international (you keep domestic OTP rates at home) and for which Meta entity invoices you (INR vs USD vs BRL, and so on).

When must Indian WhatsApp Business accounts switch to INR billing?

Eligible customers whose Billing Hub Sold-To country is India must migrate all WABAs to INR by 31 December 2026. From 1 January 2027 Meta will no longer deliver messages for those customers on non-INR WABAs. Brazil Sold-To customers have until 30 June 2027 to move to BRL.

Does Ominiflow mark up Meta WhatsApp API fees?

No. Meta charges pass at published rates. The platform fee is separate. That stays true when service and in-window utility start billing in October 2026.
